Lors de la 15e session de UN-GGIM, UN-GGIM: Europe a proposé la création d’un Hub Global Hybride dédié à l’Administration Foncière efficace .
Une proposition a aussi été faite d’intégrer cette initiative au futur Centre mondial d’Excellence sur L’écosystème Géospatial Global, prévu en Arabie Saoudite.
A noter que UN-GGIM: AS et UN-GGIM : Europe ne disposent pas de groupe de travail sur le cadastre et gestion du foncier comme c’est le cas dans les autres comités régionaux.
Il y a lieu de rappeler les décisions de la quinzième session de UN-GGIM à ce propos.
‘Noted the growing expectations for capacity development, knowledge sharing, application of innovative technologies and standards for the integration of terrestrial, maritime, built and cadastral domains, addressing the land-sea interface and supported the initiative to establish a hybrid hub on land administration to strengthen capacity building and the implementation of existing frameworks like FELA, and invited the Expert Group on Land Administration to coordinate the drafting of a detailed proposal, to be presented to the Committee at its sixteenth session ‘.
‘Requested regional committees to actively contribute to enhancing the effectiveness of the Committee of Experts, in particular as relates to its operations focused on the Sustainable Development Goals and the United Nations Integrated Geospatial Information Framework, and to explore collaborative partnerships to strengthen and enhance regional and inter-regional cooperation and initiatives, including the proposed hybrid global hub on effective land administration proposed by UN-GGIM Europe.’
Proposition de UN-GGIM: Europe – Hub hybride global pour une administration foncière efficace
Objectif : Créer une plateforme virtuelle pour centraliser les bonnes pratiques, les outils, les cadres normatifs et les retours d’expérience en matière d’administration foncière.
- Fonction : Appui technique aux États membres, coordination des initiatives FELA, interopérabilité des systèmes fonciers.
- Statut : Proposition formelle soumise lors de la 15e session du Comité d’experts UN-GGIM.
Centre mondial d’excellence sur l’Écosystème Géospatial Global
- Portée : Écosystème géospatial global
- Rôle envisagé sur le foncier : Héberger ou articuler le Hub Global Foncier proposé par l’Europe, pour éviter les duplications et renforcer la cohérence mondiale.
- Avantage : Synergie avec les centres : United Nations Global Geospatial Knowledge and Innovation Centre UN-GGKIC à Deqing (Chine) et United Nations Global Geodetic Centre of Excellence UN-GGCE à Bonn (Allemagne), tout en intégrant les spécificités foncières.
Le Maroc animateur du groupe de travail d’UN-GGIM: Africa sur l’Administration et Gestion Foncière
Comme le Maroc est présidant le groupe de travail Administration et Gestion Foncière de UN-GGIM: Africa, et étant aussi membre de UN-GGIM: AS, ceci offre une opportunité de relier les expériences africaines aux architectures mondiales,
- Mandat : Présidence du groupe de travail sur l’administration du foncier, avec un rôle moteur dans la contextualisation africaine de FELA.
- Opportunité :
- Proposer une architecture Sud–Nord du hub foncier, intégrant les réalités africaines.
- Valoriser les réformes foncière et cas d’usage en Afrique
L’ANCFCC représentant du Maroc à UN-GGIM, est responsable de l’Immatriculation Foncière du Cadastre et de la Cartographie du pays.
Par ailleurs , le Maroc représenté par l’ONIGT est membre de la Fédération Internationale des Géomètres (FIG), l’Union Arabe des Géomètres (UAG), l’Union Méditerranéenne des Géomètres (UMG), et la Fédération des Géomètres Francophones (FGF).
Toward a Hybrid Global Architecture for Land Administration
Context
At the 15th UN-GGIM session, Europe proposed a Global Hybrid Hub for land administration, aiming to support Member States and coordinate FELA implementation. This initiative may converge with the future Global Geospatial Ecosystem Centre of Excellence in Saudi Arabia, alongside hubs in Deqing and Bonn.
Gaps & Asymmetries
Unlike other regional committees, UN-GGIM: Europe and UN-GGIM: AS lack dedicated working groups on cadastre and land . This absence highlights the need for a more inclusive, interregional architecture.
Africa’s Strategic Leverage
Morocco, through its leadership of the UN-GGIM: Africa Working Group on Land Administration, is well-positioned to propose a South–North hybrid model. This model would integrate African land realities, reform trajectories, and technical expertise into global frameworks.

- Embed African use cases into FELA and IGIF Frameworks
- Avoid institutional duplication by aligning existing hubs
- Promote coherence between normative frameworks, tools, and field experience
