du Congres 2022  les 11-15 septembre 2022 \u00e0 Varsovie en Pologne, a confirm\u00e9 l&rsquo;importance pour la profession  des cadres internationaux relatifs \u00e0 la geoinformation et au  Foncier, notamment IGIF et FELA.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p><strong><em>What do you think of the current developments in land administration, fit-for-purpose, IGIF, FELA and so on? How can FIG play a role in this?<\/em><\/strong><\/p>\n\n\n\n<p>Land administration is at the heart of all FIG activities. As former Commission Chair and Chair of ACCO, I\u2019ve seen clearly how this is addressed in various ways in all the FIG Commissions. Land Administration is the operational engine within Land Governance and is rooted in the cadastral area.<\/p>\n\n\n\n<p>The recent developments in land administration are significant for managing the built and natural environment. The fit-for-purpose concept has been developed in recent years by some prominent members of the FIG community and provides an approach to closing the cadastral gap, especially in developing countries, by building frameworks that meet today\u2019s societal needs. FIG promotes this, thereby supporting poverty alleviation, empowering the poor, and meeting the SDGs. The surveying profession will be the key custodians of maintaining and constantly improving such nationwide systems.&nbsp;<\/p>\n\n\n\n<p><\/p>\n<cite><a charge du Portage de la Strat\u00e9gie Fonci\u00e8re Nationale et de son d\u00e9ploiement.<\/p>\n\n\n\n<p>&#8230;.<\/p>\n\n\n\n<p><strong>T\u00e2ches \u00e0 r\u00e9aliser et livrables \u00e0 fournir <\/strong>:<strong><br \/><\/strong>&#8211; La r\u00e9alisation d\u2019une analyse consensuelle de l\u2019existant avec<strong><em> l\u2019ensemble des acteurs concern\u00e9s<\/em><\/strong> autour des m\u00e9canismes et des niveaux de coordination en mati\u00e8re de gouvernance fonci\u00e8re au Maroc, en se basant sur la documentation existante et les <strong>consultations des parties prenantes ;<\/strong><br \/>&#8211; L\u2019organisation d\u2019un processus de concertation avec <strong>l\u2019ensemble des acteurs impliqu\u00e9s<br \/>dans la gouvernance fonci\u00e8re <\/strong>pour d\u00e9velopper des recommandations communes<br \/>relatives :<br \/>&#8211; \u00e0 la conception d\u2019un dispositif de portage de la strat\u00e9gie fonci\u00e8re<br \/>nationale (missions, forme et ancrage institutionnel, moyens, etc.) et de son<br \/>d\u00e9ploiement ;<br \/>&#8211; au renforcement et \u00e0 la dynamisation de la coordination en mati\u00e8re de<br \/>gouvernance fonci\u00e8re globale entre les divers acteurs et instances concern\u00e9s et<br \/>plan d\u2019action associ\u00e9; <\/p>\n\n\n\n<p>&#8230;<\/p>\n\n\n\n<p>TACHE C : ORGANISATION DES CONCERTATIONS<\/p>\n\n\n\n<p>&#8230;Cette t\u00e2che porte sur l\u2019organisation d\u2019un<strong> large processus de concertation impliquant l\u2019ensemble des acteurs institutionnels concern\u00e9s par la gouvernance fonci\u00e8re<\/strong>&#8230;<\/p>\n\n\n\n<p><a href=\"https:\/\/www.mcamorocco.ma\/fr\/lg-10conception-dun-dispositif-de-gouvernance-en-charge-du-portage-de-la-strategie-fonciere\">https:\/\/www.mcamorocco.ma\/fr\/lg-10conception-dun-dispositif-de-gouvernance-en-charge-du-portage-de-la-strategie-fonciere<\/a><\/p>\n\n\n\n<h3 class=\"wp-block-heading\">&lsquo;<strong>Un monologue&rsquo; du Secteur Public<\/strong> <\/h3>\n\n\n\n<p>Au vu des d\u00e9roulements des activit\u00e9s il parait que le choix  a \u00e9t\u00e9  port\u00e9 sur une interpr\u00e9tation restreinte des acteurs institutionnels, aux seules institutions du secteur public  ( Membre de la Commission interminist\u00e9rielle de la politique fonci\u00e8re).<\/p>\n\n\n\n<p>Nous sommes donc loin de consultations de toutes les parties prenantes tel que cala \u00e9t\u00e9 le cas lors pour les assisses nationales sur la politique Fonci\u00e8re de l&rsquo;\u00e9tat en 2015 et les consultation entreprises par le CESE en pr\u00e9paration de son avis de 2019.<\/p>\n\n\n\n<p>Comme indique ci-haut, l&rsquo;implication du secteur priv\u00e9, acad\u00e9mie et soci\u00e9t\u00e9 civile sont indispensables \u00e0 une bonne gouvernance fonci\u00e8re faute de quoi il est impensable d&rsquo;envisager un d\u00e9ploient efficace  de toute class=\"wp-block-heading\"><strong>Des tendances \u00e0 omettre les contributions du secteur priv\u00e9 national<\/strong><\/h3>\n\n\n\n<p>Les travaux du deuxi\u00e8me Conseil d\u2019Administration de l\u2019Agence Nationale de la Conservation Fonci\u00e8re, du Cadastre et de la Cartographie (ANCFCC), au titre de l\u2019exercice 2022, tenus le  28 juillet 2022 \u00e0 Rabat, sont un exemple du manque de consid\u00e9ration \u00e0 l&rsquo;effort d\u00e9ploy\u00e9 par divers professionnels du secteur priv\u00e9 dont  les IGT dans les r\u00e9alisation et performances  annonc\u00e9es par l&rsquo;ANCFCC.<\/p>\n\n\n\n<p><a href=\"https:\/\/www.agriculture.gov.ma\/fr\/actualites\/tenue-du-conseil-dadministration-de-lancfcc\">https:\/\/www.agriculture.gov.ma\/fr\/actualites\/tenue-du-conseil-dadministration-de-lancfcc<\/a><\/p>\n\n\n\n<p>A rappeler  que l\u2019ONIGT est l\u2019organe repr\u00e9sentatif des professionnels de l\u2019ing\u00e9nierie topographique du secteur public (600 IGT) et secteur priv\u00e9 (700 IGT).<\/p>\n\n\n\n<p>Il serait bon de rappeler  aussi  quelques chiffres du  secteur priv\u00e9 topographique  au moment o\u00f9 la nouvelle charte des investissements vise \u00e0 accro\u00eetre l&rsquo;investissement du secteur priv\u00e9.<\/p>\n\n\n\n<p>Les estimations et  indicateurs \u00e9conomiques du secteur priv\u00e9 sont comme suit :<br \/>Chiffre d\u2019Affaires 2,8 Md DHS, Nombre de salari\u00e9s : 16 250,  Masse Salariale mensuelle :114 M DHS.<\/p>\n\n\n\n<p><a class=\"wp-block-heading\"><strong>Quelle responsabilit\u00e9 pour l&rsquo;ANCFCC ?<\/strong><\/h2>\n\n\n\n<p>Je me limiterai \u00e0 deux aspects:<\/p>\n\n\n\n<p> 1-  En relation avec la repr\u00e9sentation du Maroc  par l&rsquo;ANCFCC \u00e0 UNGGIM,  et en tant que rapporteur de la douzi\u00e8me session de UNGGIM, et n\u00e9cessit\u00e9 d&rsquo;un effort de vulgarisation , diffusion et application  \u00e0 l\u2019\u00e9chelle nationale des cadres objets d&rsquo;accords par le comit\u00e9 dont IGIF et FELA.<\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter
