Cette ambition suppose cartographie, donn\u00e9es fiables et capacit\u00e9s d\u2019ex\u00e9cution \u00e0 grande \u00e9chelle, c\u2019est-\u00e0-dire exactement le terrain o\u00f9 op\u00e8rent les acteurs g\u00e9ospatiaux.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Le S\u00e9n\u00e9gal : une approche int\u00e9gr\u00e9e<\/strong><\/h2>\n\n\n\n<p>Pays \u00e0 l\u2019honneur, le S\u00e9n\u00e9gal a replac\u00e9 le foncier dans son Agenda 2050 et pr\u00e9sent\u00e9 les acquis du PROCASEF : cartographie des parcelles, NICAD, 128 bureaux fonciers, accompagnement des collectivit\u00e9s et syst\u00e8me d\u2019information fonci\u00e8re communale (SIFCOM). Sa le\u00e7on : la s\u00e9curisation ne se r\u00e9duit pas \u00e0 produire des titres. Elle repose sur la connaissance pr\u00e9cise du territoire, des donn\u00e9es fiables, des outils num\u00e9riques et des services de proximit\u00e9.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>La Mauritanie : unifier la gouvernance<\/strong><\/h2>\n\n\n\n<p>Le ministre Mamoudou Mamadou Niang a point\u00e9 le co\u00fbt d\u2019une gestion fonci\u00e8re \u00e9clat\u00e9e entre plusieurs minist\u00e8res. Il plaide pour une gouvernance unifi\u00e9e, un cadre l\u00e9gal clair et la concertation, et fait de la coop\u00e9ration Sud-Sud un outil pour b\u00e2tir des cadres transparents, attractifs pour juridiques, technologiques, humains et m\u00e9thodologiques.<\/li>\n\n\n\n<li>Placer la qualit\u00e9 de l\u2019information fonci\u00e8re au centre des approches.<\/li>\n\n\n\n<li>Inclure les femmes et les groupes vuln\u00e9rables.<\/li>\n\n\n\n<li>Privil\u00e9gier le dialogue et la m\u00e9diation dans les litiges.<\/li>\n\n\n\n<li>Assurer un financement durable et associer soci\u00e9t\u00e9 civile class=\"wp-block-heading\"><strong>Enseignements pour la coop\u00e9ration g\u00e9ospatiale<\/strong><\/h2>\n\n\n\n<p><\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li><strong>La demande est syst\u00e9mique. <\/strong>Les pays ne cherchent pas seulement des prestations cartographiques, mais un accompagnement sur le cadre juridique, les institutions, les comp\u00e9tences et les outils avec l\u2019alignement secteur public \/ secteur priv\u00e9 \/ formation.<\/li>\n\n\n\n<li><strong>Les cadres de r\u00e9f\u00e9rence ont un d\u00e9bouch\u00e9 concret. <\/strong>UN-IGIF et FELA offrent un langage commun aux cinq pr\u00e9requis identifi\u00e9s \u00e0 Abidjan.<\/li>\n\n\n\n<li><strong>La qualit\u00e9 des donn\u00e9es est l\u2019argument central. <\/strong>Fait r\u00e9f\u00e9rence \u00e0 l\u2019expertise g\u00e9od\u00e9sique, cadastrale et topographique <\/li>\n\n\n\n<li><strong>L\u2019inclusion et le financement sont des crit\u00e8res de r\u00e9ussite, <\/strong>pas des options.<\/li>\n\n\n\n<li><strong>La dynamique est r\u00e9gionale. <\/strong>L\u2019id\u00e9e de \u00ab Journ\u00e9es fonci\u00e8res africaines \u00bb, avec le S\u00e9n\u00e9gal comme possible It underpins social peace, community cohesion and productive investment. <\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Three country experiences<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>C\u00f4te d&rsquo;Ivoire: scaling up.<\/strong> The Minister of Agriculture reported over 5,700 villages delimited, over 68,000 land certificates (against fewer than 6,000 between 1998 and 2018) and over 86,000 agrarian contracts. An 80% drop in land conflicts was announced; this is an official figure, not independently verified. The next goal is about 1.5 million certificates covering 9 million of the 23 million hectares of rural domain within ten years.<\/li>\n\n\n\n<li><strong>Senegal (guest of honour): an integrated approach.<\/strong> Land is anchored in the Senegal 2050 agenda. PROCASEF&rsquo;s results include parcel mapping, NICAD identifiers, 128 land offices and the SIFCOM communal land information system. The lesson: security is more than issuing titles. It rests on knowing the territory, reliable data, digital tools and local services.<\/li>\n\n\n\n<li><strong>Mauritania: unified governance.<\/strong> Land management split across several ministries undermines public policy. The minister called for unified governance, a clear legal framework, dialogue and South-South cooperation.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>What the JFA recommend<\/strong><\/h2>\n\n\n\n<ol class=\"wp-block-list\">\n<li>Meet five prerequisites before scaling up: institutional, legal, technological, human and methodological.<\/li>\n\n\n\n<li>Put the quality of land information at the centre.<\/li>\n\n\n\n<li>Include women and vulnerable groups.<\/li>\n\n\n\n<li>Favour dialogue and mediation in disputes.<\/li>\n\n\n\n<li>Secure sustainable financing and involve civil society and the private sector.<\/li>\n<\/ol>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Implications for the geospatial cooperation<\/strong><\/h2>\n\n\n\n<ol class=\"wp-block-list\">\n<li><strong>Demand is systemic.<\/strong> Countries want support on legal frameworks, institutions, skills and tools, not mapping services alone. <\/li>\n\n\n\n<li><strong>UN-IGIF and FELA give a common language<\/strong> for the five prerequisites.<\/li>\n\n\n\n<li><strong>Data quality is the central argument<\/strong>, where  geodetic, cadastral and surveying expertise is most credible.<\/li>\n\n\n\n<li><strong>Inclusion and financing are success criteria<\/strong>, not options. <\/li>\n\n\n\n<li><strong>The dynamic is regional.<\/strong> A possible \u00ab\u00a0African Land Days\u00a0\u00bb, perhaps hosted by Senegal, would be a continental platform. Nothing is confirmed yet.<\/li>\n<\/ol>\n\n\n\n<p><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Conclusion<\/strong><\/h2>\n\n\n\n<p>The JFA laid the groundwork for a collective reflection.
