Ils forment un continuum strat\u00e9gique.<\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-full is-resized\"><img loading=\"lazy\" decoding=\"async\" width=\"739\" imp\u00e9ratif<\/strong><\/h2>\n\n\n\n<p>Lors du panel \u00ab Recomposition mondiale : quels leviers de souverainet\u00e9 et de croissance pour l\u2019Afrique ? \u00bb, les intervenants ont insist\u00e9 sur trois exigences :<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Diversifier les partenariats<\/strong> pour r\u00e9duire les d\u00e9pendances industrielles et technologiques ;<\/li>\n\n\n\n<li><strong>D\u00e9velopper des capacit\u00e9s propres<\/strong> (infrastructures, technologies, cha\u00eenes de valeur) ;<\/li>\n\n\n\n<li><strong>Ma\u00eetriser ses donn\u00e9es, ses talents et ses infrastructures num\u00e9riques<\/strong>.<\/li>\n<\/ul>\n\n\n\n<p>Amal El Fallah Seghrouchni, ministre de la Transition num\u00e9rique, a d\u00e9fini la nouvelle souverainet\u00e9 : elle ne se limite plus au territoire. <\/p>\n\n\n\n<p>Elle englobe d\u00e9sormais pleinement la <strong>souverainet\u00e9 num\u00e9rique<\/strong>, fond\u00e9e sur trois piliers \u2013 infrastructures, capacit\u00e9 de calcul (<em>compute<\/em>) et r\u00e9glementation. <\/p>\n\n\n\n<p>Face \u00e0 l\u2019avance am\u00e9ricaine et chinoise en intelligence artificielle, l\u2019Afrique dispose d\u2019un potentiel r\u00e9el pour d\u00e9velopper des mod\u00e8les et algorithmes adapt\u00e9s \u00e0 ses besoins, \u00e0 condition de ma\u00eetriser ces Africain-Atlantique illustre cette volont\u00e9 de connecter les zones productrices, de cr\u00e9er des march\u00e9s r\u00e9gionaux et de transformer les ressources en valeur ajout\u00e9e locale.<\/p>\n\n\n\n<p>Patrick Dupoux (BCG) a m\u00eame \u00e9voqu\u00e9 une \u00ab coprotection \u00bb Europe-Afrique dans les secteurs manufacturier et num\u00e9rique pour r\u00e9duire les souverainet\u00e9<\/strong><\/h2>\n\n\n\n<p>Dans le m\u00eame forum, Chakib Benmoussa, Haut-Commissaire au Plan, a ancr\u00e9 cette souverainet\u00e9 dans un fondement trop souvent n\u00e9glig\u00e9 : <strong>les syst\u00e8mes statistiques<\/strong>.<br \/>Il a dress\u00e9 un diagnostic pr\u00e9cis :<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>\u00c9carts de capacit\u00e9s ;<\/li>\n\n\n\n<li>Irr\u00e9gularit\u00e9 des donn\u00e9es ;<\/li>\n\n\n\n<li>H\u00e9t\u00e9rog\u00e9n\u00e9it\u00e9 des m\u00e9thodologies ;<\/li>\n\n\n\n<li>Coordination insuffisante entre acteurs nationaux.<\/li>\n<\/ul>\n\n\n\n<p>Sans statistiques harmonis\u00e9es, ouvertes et interop\u00e9rables, impossible de piloter les politiques publiques, de mesurer le bien-\u00eatre r\u00e9el, de r\u00e9duire les in\u00e9galit\u00e9s territoriales ou de b\u00e2tir la confiance des citoyens et des investisseurs.<\/p>\n\n\n\n<p>L\u2019architecture continentale existe (Charte africaine de la statistique, STATAFRIC\u2026), mais son op\u00e9rationnalisation reste inachev\u00e9e. \u00ab Ce n\u2019est que par l\u2019int\u00e9gration que l\u2019Afrique pourra r\u00e9aliser sa transformation \u00bb, a-t-il martel\u00e9 \u2013 et cette int\u00e9gration commence par la capacit\u00e9 collective \u00e0 se conna\u00eetre soi-m\u00eame.<\/p>\n\n\n\n<p><\/p>\n\n\n<div 12e UN-GGIM: Africa offrent pr\u00e9cis\u00e9ment le cadre pour transformer ce diagnostic en action.<br \/>Le th\u00e8me retenu \u2013 faire des statistiques officielles un \u00ab vrai miroir \u00bb du continent \u2013 r\u00e9pond point par point aux exigences formul\u00e9es \u00e0 Casablanca :<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Moderniser les syst\u00e8mes statistiques nationaux pour produire les donn\u00e9es n\u00e9cessaires \u00e0 l\u2019int\u00e9gration continentale (ZLECAf) et aux Agendas 2030 et 2063 ;<\/li>\n\n\n\n<li>Int\u00e9grer statistiques et information g\u00e9ospatiale (session conjointe avec UN-GGIM: Africa) afin de mieux saisir les r\u00e9alit\u00e9s territoriales ;<\/li>\n\n\n\n<li>Renforcer l\u2019harmonisation, l\u2019ouverture et l\u2019interop\u00e9rabilit\u00e9 des donn\u00e9es \u2013 condition sine qua non de la souverainet\u00e9 num\u00e9rique et de la confiance.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Conclusion : un continuum strat\u00e9gique<\/strong><\/h2>\n\n\n\n<p>Le CBF2026 a pos\u00e9 le <strong>pourquoi<\/strong> : sans souverainet\u00e9 \u00e9conomique et num\u00e9rique, l\u2019Afrique restera spectatrice des recompositions mondiales.<br \/>Benmoussa a rappel\u00e9 le <strong>comment fondamental<\/strong> : cette souverainet\u00e9 repose sur des donn\u00e9es fiables, harmonis\u00e9es et actionnables.<br \/>Addis-Abeba doit maintenant livrer le <strong>quoi<\/strong> et le <strong>quand<\/strong> : d\u00e9cisions concr\u00e8tes, standards communs, renforcement des capacit\u00e9s et appropriation nationale.<\/p>\n\n\n\n<p>Si les conclusions de StatCom-Africa 10 et d\u2019UN-GGIM: Africa 12 parviennent \u00e0 faire des statistiques un v\u00e9ritable instrument de souverainet\u00e9 et d\u2019int\u00e9gration, alors le \u00ab Next Economic Chapter \u00bb annonc\u00e9 \u00e0 Casablanca aura trouv\u00e9 son premier chapitre op\u00e9rationnel.<br \/>Car la souverainet\u00e9 ne se d\u00e9cr\u00e8te pas. building domestic capacities in infrastructure, technology and value chains; and mastering data, talent and digital infrastructure.<\/p>\n\n\n\n<p>Moroccan Digital Transition Minister Amal El Fallah Seghrouchni framed modern sovereignty as extending beyond territory to include <strong>digital sovereignty<\/strong>, resting on three pillars: infrastructure, computing capacity (<em>compute<\/em>), and regulation. She noted Africa\u2019s potential to develop AI models suited to its needs, provided it controls these levers. Other speakers highlighted energy and mining resources (e.g., the African-Atlantic Gas Pipeline) and the idea of Europe\u2013Africa \u201cco-protection\u201d in manufacturing and digital sectors.<\/p>\n\n\n\n<p>Haut-Commissaire au Plan Chakib Benmoussa anchored this sovereignty in a frequently overlooked foundation: <strong>reliable statistical systems<\/strong>. <\/p>\n\n\n\n<p>He diagnosed capacity gaps, irregular data production, methodological heterogeneity and weak coordination. Without harmonised, open and interoperable statistics, public policy cannot be steered, real well-being measured, territorial inequalities reduced, or trust from citizens and investors built. <\/p>\n\n\n\n<p>Existing continental frameworks (African Charter on Statistics, STATAFRIC, etc.) remain incompletely operationalised. Integration, he argued, begins with the collective ability to know oneself.<\/p>\n\n\n\n<p>This diagnosis is directly addressed by the 10th session of the African Statistical Commission (StatCom-Africa) and the 12th meeting of UN-GGIM: Africa, held 19\u201323 October 2026 in Addis Ababa under the theme \u201cUnleashing the value of data in Africa: making official statistics a true mirror of the continent.\u201d <\/p>\n\n\n\n<p>The meetings aim to modernise national statistical systems for continental integration (AfCFTA) and Agendas 2030\/2063; integrate official statistics with geospatial information; and strengthen data harmonisation, openness and interoperability\u2014essential conditions for digital sovereignty and trust.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Conclusion<\/strong><\/h2>\n\n\n\n<p>CBF2026 stated the <em>why<\/em> (sovereignty is indispensable if Africa is not to remain a spectator of global recompositions). Benmoussa supplied the fundamental <em>how<\/em> (sovereignty rests on reliable, actionable data). Addis Ababa must now deliver the <em>what<\/em> and <em>when<\/em>\u2014concrete decisions, common standards, capacity-building and national ownership.
