Kamal Outghouliast, Pr\u00e9sident du Bureau ex\u00e9cutif d&rsquo;UN-GGIM: Africa, a pr\u00e9sent\u00e9 le Report on Regional Activities in Africa. <\/p>\n\n\n\n<p>Ce document, titr\u00e9 \u00ab Holistic Geospatial Information Vision \u00bb, dresse le bilan d&rsquo;une plateforme r\u00e9gionale qui, en douze sessions et quinze ans, est pass\u00e9e d&rsquo;une coordination pr\u00e9paratoire (Addis-Abeba, 2011) \u00e0 un rendez vous institutionnel annuel incontournable du calendrier g\u00e9ospatial africain.<\/p>\n\n\n\n<p><\/p>\n\n\n<div class=\"wp-block-image\">\n<figure Africa<\/strong><\/h2>\n\n\n\n<p>Le Bureau ex\u00e9cutif de UN-GGIM : Africa refl\u00e8te un \u00e9quilibre r\u00e9gional : le Maroc \u00e0 la pr\u00e9sidence, le Burkina Faso en premi\u00e8re vice-pr\u00e9sidence, le Mozambique en seconde, le Burundi et le Congo aux rapporteurs, l&rsquo;\u00c9thiopie comme membre de droit, aux c\u00f4t\u00e9s du Secr\u00e9tariat assur\u00e9 par la Commission \u00e9conomique pour l&rsquo;Afrique (UNECA). <\/p>\n\n\n\n<p><\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-full is-resized\"><img loading=\"lazy\" s&rsquo;organise autour de quatre groupes de travail : IGIF (Cadre int\u00e9gr\u00e9 d&rsquo;information g\u00e9ospatiale), ISGI (int\u00e9gration g\u00e9ospatiale-statistiques), AFREF (infrastructure g\u00e9od\u00e9sique) et LAM (administration et gestion fonci\u00e8res).<\/p>\n\n\n\n<p>\u00c0 l&rsquo;\u00e9chelle globale, cette pr\u00e9sidence marocaine s&rsquo;inscrit d&rsquo;ailleurs dans un momentum africain plus large aux c\u00f4t\u00e9s de l&rsquo;Afrique du Sud (co-chair de UN-GGIM, <\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-full is-resized\"><img 100vw, 451px\" \/><\/figure>\n<\/div>\n\n\n<p><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Mise en \u0153uvre de IGIF et plans d&rsquo;actions Pays<\/strong><\/h2>\n\n\n\n<p>Mais le rapport contient aussi une donn\u00e9e qui interpelle. Sa page 6 pr\u00e9sente un tableau de suivi de la mise en \u0153uvre des Country Action Plans (CLAP) \u2014 l&rsquo;instrument national de d\u00e9clinaison du cadre IGIF \u2014 pour douze pays : Burkina Faso et \u00c9thiopie (plans achev\u00e9s en 2022 via le Development Account), Cameroun et S\u00e9n\u00e9gal (achev\u00e9s en 2024), C\u00f4te d&rsquo;Ivoire (engag\u00e9e en 2024, aux \u00e9tapes 4 \u00e0 6), Mozambique, Eswatini, Mali, Rwanda (en cours), Burundi et Djibouti (stade pr\u00e9liminaire), Afrique du Sud (en attente de nomination d&rsquo;un prestataire). <\/p>\n\n\n\n<p>Le Maroc n&rsquo;appara\u00eet pas dans ce tableau, mais l&rsquo;ANCFCC pr\u00e9pare actuellement sa Strat\u00e9gie et son Plan d&rsquo;action \u00e0 horizon 2030, confi\u00e9e fin2025 au cabinet Southbridge A&amp;I, un exercice dont les r\u00e9sultats sont fortement attendus. <\/p>\n\n\n\n<p>\u00c0 l&rsquo;heure o\u00f9 le Maroc pr\u00e9side le Bureau ex\u00e9cutif d&rsquo;UN-GGIM:Africa, la publication de cette strat\u00e9gie 2030 serait une occasion naturelle de transformer la pr\u00e9sidence r\u00e9gionale en d\u00e9monstration nationale : montrer, avec la m\u00eame transparence que les autres pays du tableau, o\u00f9 en est la feuille de route marocaine, ses jalons et son calendrier de mise en \u0153uvre.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Souverainet\u00e9 des donn\u00e9es et infrastructure critique : l&rsquo;angle d&rsquo;avenir<\/strong><\/h2>\n\n\n\n<p>Un point m\u00e9rite d&rsquo;\u00eatre ajout\u00e9 \u00e0 la lecture du rapport : ses six familles de d\u00e9fis restent formul\u00e9es en termes de mise en \u0153uvre technique \u2014 financement, documentation, fracture num\u00e9rique \u2014 sans offrir une vision sur les enjeux de souverainet\u00e9 des donn\u00e9es g\u00e9ospatiales et d&rsquo;infrastructure critique (g\u00e9od\u00e9sie de r\u00e9f\u00e9rence, cybers\u00e9curit\u00e9 des syst\u00e8mes fonciers, ma\u00eetrise des donn\u00e9es fondamentales) qui structurent pourtant les grands r\u00e9cits de transformation g\u00e9ospatiale actuels, y compris celui port\u00e9 par le Maroc lui m\u00eame sur l&rsquo;IA et la gouvernance de confiance (voir le document ANCFCC soumis au point 6 de la 16e session).<\/p>\n\n\n\n<p>Le rapport r\u00e9v\u00e8le aussi l&rsquo;absence d&rsquo;un outil de mesure comparatif entre pays : le tableau CLAP reste qualitatif, sans indicateurs quantitatifs de maturit\u00e9 partag\u00e9s. C&rsquo;est pr\u00e9cis\u00e9ment l&rsquo;angle que pourrait combler un Index africain de d\u00e9veloppement g\u00e9ospatial(AGDI), \u00e0 faire valoir dans le cadre de la r\u00e9vision du Plan d&rsquo;action africain Gi4SD (2016- 2030) pr\u00e9vue en d\u00e9cembre 2026.<\/p>\n\n\n\n<p>Un tel index donnerait \u00e0 la r\u00e9gion un instrument de pilotage comparable \u00e0 ceux qui existent d\u00e9j\u00e0 \u00e0 l&rsquo;\u00e9chelle mondiale (GKI Readiness Index), tout en ancrant la souverainet\u00e9 des donn\u00e9es et l&rsquo;infrastructure critique comme dimensions \u00e0 part enti\u00e8re de la prochaine g\u00e9n\u00e9ration du plan d&rsquo;action continental.<\/p>\n\n\n\n<p><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>L&rsquo;ANCFCC, agence nationale et institution d&rsquo;attache du leadership r\u00e9gional<\/strong><\/h2>\n\n\n\n<p>Ce constat \u00e9claire une dualit\u00e9 de r\u00f4le propre \u00e0 l&rsquo;ANCFCC aujourd&rsquo;hui : elle est \u00e0 la fois l&rsquo;agence nationale de r\u00e9f\u00e9rence en foncier, cadastre et cartographie, et l&rsquo;institution d&rsquo;appartenance du Pr\u00e9sident du Bureau ex\u00e9cutif r\u00e9gional.<\/p>\n\n\n\n<p>La Strat\u00e9gie Fonci\u00e8re Nationale, ainsi que la Strat\u00e9gie et le Plan d&rsquo;action ANCFCC 2030, ne peuvent donc plus se lire uniquement comme un exercice de modernisation interne : ils fonctionnent aussi, de fait en relation avec la r\u00e9cente r\u00e9forme du HCP, l&rsquo;action du CRTS et la strat\u00e9gie Maroc Digital 2030 avec son volet IA , comme levier national au service de la pr\u00e9sidence continentale.<\/p>\n\n\n\n<p>Cela d\u00e9place la focale : au lieu de simples indicateurs de volume (hectares immatricul\u00e9s, titres produits, cartes \u00e9dit\u00e9es), l&rsquo;enjeu devient de d\u00e9montrer une mont\u00e9e vers la connaissance d\u00e9cisionnelle et le leadership continental \u2014 partage d&rsquo;exp\u00e9rience, appui aux plans d&rsquo;action d&rsquo;autres pays, contribution visible \u00e0 la r\u00e9vision du Gi4SD.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Des d\u00e9fis d&rsquo;impl\u00e9mentation qui font \u00e9cho \u00e0 des constats d\u00e9j\u00e0 anciens<\/strong><\/h2>\n\n\n\n<p>Le rapport identifie six familles de contraintes : financement insuffisant, difficult\u00e9 \u00e0 d\u00e9montrer la valeur ajout\u00e9e du cadre aupr\u00e8s des d\u00e9cideurs de haut niveau, documentation non disponible dans toutes les langues onusiennes, fracture num\u00e9rique (acc\u00e8s internet, co\u00fbts, concurrence limit\u00e9e), d\u00e9ficit d&rsquo;appropriation par les parties prenantes nationales, et absence de politiques claires de partage des donn\u00e9es.<\/p>\n\n\n\n<p>Le point sur la documentation m\u00e9rite d&rsquo;\u00eatre not\u00e9 : la difficult\u00e9 d&rsquo;acc\u00e8s aux ressources techniques IGIF pour les pays est une pr\u00e9occupation partag\u00e9e par plusieurs r\u00e9gions. <\/p>\n\n\n\n<p>A noter l\u2019effort entrepris par UN-GGIM: Arab States o\u00f9 le Maroc contribue \u00e0 la traduction en arabe de la documentation IGIF.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Un calendrier charg\u00e9 jusqu&rsquo;\u00e0 fin 2027<\/strong><\/h2>\n\n\n\n<p>Le rapport trace une feuille de route dense : douzi\u00e8me session d&rsquo;UN-GGIM: Africa \u00e0 Addis Abeba en octobre 2026, sous le th\u00e8me \u00ab Seeing Africa Clearly \u00bb ; participation \u00e0 la troisi\u00e8me Conf\u00e9rence mondiale des Nations Unies sur l&rsquo;information g\u00e9ospatiale (UNWGIC) en novembre 2026 ; un cadre de gouvernance avec engagement minist\u00e9riel en d\u00e9cembre 2026 ; The report traces the platform&rsquo;s maturation from preparatory coordination in Addis Ababa (2011) to an established annual institutional gathering, now in its twelfth cycle.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Morocco as the chair of UN-GGIM: Africa<\/strong><\/h3>\n\n\n\n<p>The renewed Executive Board balances the continent geographically: Morocco chairs, with Burkina Faso and Mozambique as first and second vice-chairs, Burundi and Congo as rapporteurs, Ethiopia as ex-officio member, and ECA as secretariat \u2014 spanning North, West, Central, East and Southern Africa across four working groups (IGIF, ISGI, AFREF, LAM).
