chinois.<\/p>\n\n\n\n<p> Sans cadre robuste, l\u2019Afrique risque de voir ses donn\u00e9es g\u00e9ospatiales valoris\u00e9es ailleurs sans contr\u00f4le ni b\u00e9n\u00e9fice \u00e9quitable.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>L\u2019illusion de l\u2019infrastructure : une le\u00e7on venue du Golfe (et pertinente pour le Maroc et Digital sovereignty cannot be reduced to territorial infrastructure \u2014 it requires mastering dependencies across the entire technology stack.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>An Encouraging Continental Momentum: ECA&rsquo;s Support to African Countries<\/strong><\/h2>\n\n\n\n<p>The United Nations Economic Commission for Africa (ECA\/UNECA), through its continental initiative Data Governance in Africa (in partnership with the European Union and GIZ), is actively supporting several States in developing or validating their national data governance strategies, in alignment with the African Union Data Policy Framework (AUDPF).<br \/>Recent examples include:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Burundi<\/strong>: Official validation of its first-ever National Data Governance Strategy in November 2025.<\/li>\n\n\n\n<li><strong>Tanzania<\/strong>: Validation of its National Electronic Data Governance Strategy in March 2026.<\/li>\n\n\n\n<li><strong>Chad<\/strong>: Assessment missions in N&rsquo;Djamena in May 2026 to co-construct a roadmap and evaluate AI readiness.<\/li>\n\n\n\n<li><strong>Republic of Congo<\/strong>: Consultation and capacity-building workshops in Brazzaville in June 2026.<\/li>\n\n\n\n<li><strong>Mozambique<\/strong> and <strong>DRC<\/strong>: Integrated into support programmes to align their policies with the continental framework.<\/li>\n<\/ul>\n\n\n\n<p>These initiatives demonstrate that Africa is progressively moving from awareness to concrete action. However, a critical challenge remains: aligning these initiatives with the implementation of the IGIF and FELA frameworks at the national level.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>African Pathways Toward Algorithmic Sovereignty and GeoAI<\/strong><\/h2>\n\n\n\n<p>To transform this urgency into opportunity, five strategic directions are proposed:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li><strong>Study the conditions for developing or co-developing African GeoAI models<\/strong><br \/>Invest in regional hubs and high-quality open-source geospatial datasets that reflect African realities and support locally trained models.<\/li>\n\n\n\n<li><strong>Strengthen geospatial data governance<\/strong><br \/>Accelerate the implementation of the Integrated Geospatial Information Framework (IGIF) and the Framework for Effective Land Administration (FELA), and explicitly integrate GeoAI and algorithmic sovereignty into the future African Action Plan 2026\u20132035. Move beyond simple data localisation to master inference and algorithmic layers.<\/li>\n\n\n\n<li>A<strong>FREF as a sovereign technical foundation<\/strong><br \/>Strengthen the African Geodetic Reference Frame (AFREF) to provide an independent technical base for geospatial sovereignty.<\/li>\n\n\n\n<li><strong>AGDI as a continental steering tool<\/strong><br \/>Use the African Geospatial Development Index (AGDI) to measure progress in data sovereignty and GeoAI capacity across member States.<\/li>\n\n\n\n<li><strong>Smart partnerships and reduced dependency<\/strong><br \/>Prioritise technology transfer, local training, and co-creation over turnkey solutions.
