{"id":17300,"date":"2026-06-20T13:02:02","date_gmt":"2026-06-20T12:02:02","guid":{"rendered":"https:\/\/gtopic.net\/blog\/?p=17300"},"modified":"2026-06-20T15:04:36","modified_gmt":"2026-06-20T14:04:36","slug":"vers-un-nouveau-plan-daction-africain-sur-linformation-geospatiale","status":"publish","type":"post","link":"https:\/\/gtopic.net\/blog\/2026\/06\/20\/vers-un-nouveau-plan-daction-africain-sur-linformation-geospatiale\/","title":{"rendered":"Vers un Nouveau Plan d\u2019Action Africain sur l\u2019Information G\u00e9ospatiale"},"content":{"rendered":"<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"687\" height=\"1024\" src=\"https:\/\/gtopic.net\/blog\/wp-content\/uploads\/2026\/06\/Mj60i-687x1024.jpg\" alt=\"\" class=\"wp-image-17320\" srcset=\"https:\/\/gtopic.net\/blog\/wp-content\/uploads\/2026\/06\/Mj60i-687x1024.jpg 687w, https:\/\/gtopic.net\/blog\/wp-content\/uploads\/2026\/06\/Mj60i-201x300.jpg 201w, https:\/\/gtopic.net\/blog\/wp-content\/uploads\/2026\/06\/Mj60i-768x1144.jpg 768w, https:\/\/gtopic.net\/blog\/wp-content\/uploads\/2026\/06\/Mj60i-200x298.jpg 200w, https:\/\/gtopic.net\/blog\/wp-content\/uploads\/2026\/06\/Mj60i-101x150.jpg 101w, https:\/\/gtopic.net\/blog\/wp-content\/uploads\/2026\/06\/Mj60i.jpg 784w\" sizes=\"auto, (max-width: 687px) 100vw, 687px\" \/><\/figure>\n<\/div>\n\n\n<p><\/p>\n\n\n\n<h2 class=\"wp-block-heading has-text-align-left\"><strong>Pourquoi l\u2019Afrique a besoin d\u2019une r\u00e9vision ambitieuse du Plan d\u2019Action 2016-2030<\/strong><\/h2>\n\n\n\n<p>Quatorze ans apr\u00e8s l\u2019adoption du <strong>Plan d\u2019Action Africain sur la Gestion de l\u2019Information G\u00e9ospatiale pour le D\u00e9veloppement Durable (AAP-GGIM \/ GI4SD 2016-2030)<\/strong>, l\u2019Afrique se trouve \u00e0 un tournant d\u00e9cisif. <\/p>\n\n\n\n<p>La 12i\u00e8me R\u00e9union du Comit\u00e9 R\u00e9gional UN-GGIM: Africa (octobre 2026, Addis-Abeba), sous pr\u00e9sidence marocaine, offre une opportunit\u00e9 historique de revisiter et d\u2019actualiser ce cadre strat\u00e9gique.<\/p>\n\n\n\n<p>Le rapport <em>State of Geodesy 2026<\/em> a r\u00e9v\u00e9l\u00e9 une maturit\u00e9 globale faible du syst\u00e8me g\u00e9od\u00e9sique international, avec une gouvernance et un financement particuli\u00e8rement critiques. <\/p>\n\n\n\n<p>Parall\u00e8lement, les avanc\u00e9es des  cadres IGIF et  FELA, et  l\u2019essor fulgurant de l\u2019<strong>Intelligence Artificielle G\u00e9ospatiale (GeoAI)<\/strong>, avec des incidents r\u00e9cents comme la d\u00e9sactivation soudaine des mod\u00e8les Anthropic (juin 2026) soulignent les vuln\u00e9rabilit\u00e9s li\u00e9es \u00e0 la d\u00e9pendance technologique ext\u00e9rieure.<\/p>\n\n\n\n<p>L\u2019Afrique ne peut plus se contenter d\u2019un plan adopt\u00e9 en 2016 dans un monde profond\u00e9ment transform\u00e9 par les technologies num\u00e9riques et l\u2019intelligence artificielle.<\/p>\n\n\n\n<p><strong>Nous appelons donc \u00e0 l\u2019\u00e9laboration urgente d\u2019un nouveau Plan d\u2019Action Africain <\/strong> qui place au c\u0153ur de ses priorit\u00e9s :<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>La souverainet\u00e9 des donn\u00e9es et la souverainet\u00e9 algorithmique ;<\/li>\n\n\n\n<li>Le renforcement significatif de la contribution africaine \u00e0 la Cha\u00eene Globale de G\u00e9od\u00e9sie (notamment via AFREF) ;<\/li>\n\n\n\n<li>L\u2019adoption responsable et acc\u00e9l\u00e9r\u00e9e de solutions GeoAI adapt\u00e9es aux r\u00e9alit\u00e9s africaines ;<\/li>\n\n\n\n<li>Une int\u00e9gration renforc\u00e9e entre information g\u00e9ospatiale et statistique ;<\/li>\n\n\n\n<li>Des m\u00e9canismes innovants de financement durable et de partenariats public-priv\u00e9 ;<\/li>\n\n\n\n<li>Le d\u00e9veloppement inclusif des capacit\u00e9s humaines, avec un accent particulier sur la jeunesse et les femmes.<\/li>\n<\/ul>\n\n\n\n<p>La r\u00e9vision de ce Plan d\u2019Action n\u2019est pas une simple mise \u00e0 jour technique. The upcoming <strong>12th Meeting of UN-GGIM: Africa<\/strong> (Addis Ababa, October 2026), under the Moroccan Presidency, offers a historic opportunity to review and update this strategic framework.<\/p>\n\n\n\n<p>The <em>State of Geodesy 2026<\/em> report has exposed significant weaknesses in the global geodetic ecosystem, particularly in governance and financing. <\/p>\n\n\n\n<p>At the same time,  the evolution of IGIF and FELA frameworks ,the rapid rise of <strong>Geospatial Artificial Intelligence (GeoAI)<\/strong>, and recent events such as the sudden global deactivation of Anthropic\u2019s advanced models (June 2026) highlight the growing risks of technological and algorithmic dependence.<\/p>\n\n\n\n<p>Africa can no longer rely on a 2016 Action Plan in a world profoundly transformed by digital technologies and artificial intelligence.<\/p>\n\n\n\n<p><strong>We therefore call for the urgent development of a new African Action Plan <\/strong>that prioritizes:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Data sovereignty and algorithmic sovereignty;<\/li>\n\n\n\n<li>A significantly strengthened African contribution to the Global Geodesy Supply Chain (particularly through AFREF);<\/li>\n\n\n\n<li>Responsible and accelerated adoption of GeoAI solutions tailored to African realities;<\/li>\n\n\n\n<li>Deeper integration between geospatial and statistical information;<\/li>\n\n\n\n<li>Innovative and sustainable financing mechanisms, including strengthened public-private partnerships;<\/li>\n\n\n\n<li>Inclusive human capacity development, with special focus on youth and women.<\/li>\n<\/ul>\n\n\n\n<p>The revision of this Action Plan is not merely a technical update.
