la pr\u00e9sidence du Bureau ex\u00e9cutif de UN-GGIM: Africa consacre son r\u00f4le de leader continental en mati\u00e8re de gouvernance g\u00e9ospatiale. <\/p>\n\n\n\n<p>Mais ce rayonnement international repose sur une architecture nationale solide et une profession organis\u00e9e.<\/p>\n\n\n\n<p> La coop\u00e9ration entre l\u2019ONIGT et l\u2019ANCFCC, ainsi que les conventions avec divers minist\u00e8res et ordres africains, constituent les piliers de cet \u00e9cosyst\u00e8me.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Coop\u00e9ration ONIGT\u2013ANCFCC : un moteur \u00e0 r\u00e9activer<\/strong><\/h2>\n\n\n\n<p>La collaboration ONIGT\u2013ANCFCC a permis de normaliser les prestations, d\u2019accompagner les projets d\u2019immatriculation fonci\u00e8re et d\u2019introduire des outils de digitalisation (contrat \u00e9lectronique, signature num\u00e9rique).<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Atout initial: la forte pr\u00e9sence de l\u2019ANCFCC au Conseil national a renforc\u00e9 la l\u00e9gitimit\u00e9 institutionnelle.<\/li>\n\n\n\n<li>Blocage actuel: cette concentration de voix limite la diversit\u00e9 des perspectives et freine l\u2019innovation port\u00e9e par le secteur priv\u00e9.<\/li>\n\n\n\n<li>Enjeu futur: transformer cette coop\u00e9ration en levier \u00e9quilibr\u00e9, \u00e9valu\u00e9 et orient\u00e9 vers la performance citoyenne.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Autres conventions structurantes<\/strong><\/h2>\n\n\n\n<p>L\u2019ONIGT a sign\u00e9 des accords  de partenariats avec plusieurs minist\u00e8res, organismes publiques et institutions acad\u00e9miques.<\/p>\n\n\n\n<p>Ces conventions montrent que l\u2019ONIGT agit comme interface entre la profession et les acteurs de \u00e9cosyst\u00e8me national, consolidant la gouvernance fonci\u00e8re et g\u00e9ospatiale.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Dimension africaine<\/strong><\/h2>\n\n\n<div class=\"wp-block-heading\"><strong>Le Maroc et la CEA<\/strong><\/h3>\n\n\n\n<p>Au del\u00e0 du cadre national, l\u2019ONIGT  a conclu des conventions de partenariats avec des ordres africains amis, et participe aux Universit\u00e9s de la F\u00e9d\u00e9ration des G\u00e9om\u00e8tres Francophones. <\/p>\n\n\n\n<p>Cette dynamique continentale renforce la position du Maroc parmi les hubs africains de la gouvernance g\u00e9ospatiale et fonci\u00e8re.<\/p>\n\n\n\n<p>L&rsquo;occasion de rappeler que:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Le Maroc abrite \u00e0 Rabat  le bureau sous r\u00e9gional de la CEA pour l&rsquo;Afrique du Nord.<\/li>\n<\/ul>\n\n\n\n<p><a href=\"https:\/\/www.uneca.org\/fr\/node\/834\">https:\/\/www.uneca.org\/fr\/node\/834<\/a><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Le Maroc a \u00e9t\u00e9 \u00e9lu le 12 mars 2025 \u00e0 l\u2019unanimit\u00e9 \u00e0 la pr\u00e9sidence de la 57\u00e8me session de la conf\u00e9rence minist\u00e9rielle de la CEA et accueillera en 2026 la 58\u00e8me session de la CoM, du 25 au 31 Mars 2026 \u00e0 Tanger, sur le theme \u201c<strong>Growth through innovation: Harnessing data and frontier technologies class=\"wp-block-heading\"><strong>Responsabilit\u00e9 de l&rsquo;ANCFCC<\/strong><\/h3>\n\n\n\n<p>En tant que repr\u00e9sentant officiel du Maroc au comit\u00e9 UN-GGIM, l&rsquo;ANCFCC a une responsabilit\u00e9 vis \u00e0 vis de l&rsquo;\u00e9cosyst\u00e8me g\u00e9ospatial national, notamment en mati\u00e8re de communication et d&rsquo;inclusion et participation, surtout que les technologies disponibles actuellement facilitent \u00e9norm\u00e9ment les \u00e9changes et concertations.<\/p>\n\n\n\n<p>Des exemples  sont fournis par des coll\u00e8gues de UN-GGIM: Africa  et coop\u00e9ration s\u2019imposent en pr\u00e9paration aux r\u00e9unions, entre les parties prenantes impliqu\u00e9es des secteurs: public , Priv\u00e9 et Acad\u00e9mique.<\/p>\n\n\n\n<p>Ceci afin que la d\u00e9l\u00e9gation officielle repr\u00e9sente effectivement le Maroc et son \u00e9cosyst\u00e8me g\u00e9ospatial , et non pas agir comme porte-parole exclusif d\u2019une ONIGT \u2013 29 novembre 2025<\/strong><\/h2>\n\n\n\n<p>Le Conseil national  de l&rsquo;ONIGT est compos\u00e9 de 7 repr\u00e9sentants du priv\u00e9, 5 du public (essentiellement ANCFCC) et 1 salari\u00e9.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Enjeu: b\u00e2tir sur cette gouvernance mixte pour fluidifier la coop\u00e9ration et valoriser la diversit\u00e9 des profils, dans le respect de l&rsquo;ind\u00e9pendance de l&rsquo;ordre, et en \u00e9vitant les conflits d\u2019int\u00e9r\u00eat.<\/li>\n\n\n\n<li>Opportunit\u00e9: mettre en place un m\u00e9canisme d\u2019\u00e9valuation des conventions, relancer les commissions mixtes et institutionnaliser le dialogue.<\/li>\n\n\n\n<li>Objectif: transformer l\u2019absence d\u2019\u00e9valuation en levier de relance et faire de l\u2019ONIGT un Ordre inclusif, moderne et ouvert sur l\u2019Afrique et le reste du monde.<\/li>\n<\/ul>\n\n\n\n<p><a l\u2019ONIGT et l&rsquo;efficacit\u00e9 des instances.<\/li>\n\n\n\n<li>Continental: leadership africain avec UN-GGIM: Africa et synergie avec UN-GGIM: AS<\/li>\n<\/ul>\n\n\n\n<p>L\u2019avenir de cet \u00e9cosyst\u00e8mes repose sur la capacit\u00e9 \u00e0 transformer les atouts institutionnels en leviers d\u2019innovation et de gouvernance partag\u00e9e, au service du citoyen et en coh\u00e9rence G\u00e9om\u00e8tres-Topographes (ONIGT)<\/strong> \u2013 the National Order of Surveying Engineers \u2013 and the <strong>Agence Nationale de la Conservation Fonci\u00e8re, du Cadastre et de la Cartographie (ANCFCC)<\/strong> \u2013 the National Agency for Land Registry, Cadastre and Mapping \u2013 stands at a decisive turning point.<\/p>\n\n\n\n<p>This historic cooperation has already produced tangible results: acceleration of the national cadastral coverage program, deployment of electronic title deeds, generalization of electronic signatures, and the creation of an increasingly integrated geospatial ecosystem. Yet today it must evolve to meet two major challenges: the renewal of the profession and Morocco\u2019s emerging continental leadership.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>A Partnership Facing New Imperatives<\/strong><\/h3>\n\n\n\n<p>While the ANCFCC, as the public operator, naturally occupies a central place in decision-making bodies, this predominance sometimes comes at the expense of contributions from the private surveying profession and other stakeholders. This imbalance slows innovation and limits the diversity of expertise that Morocco can mobilize, especially on the international stage.<\/p>\n\n\n\n<p>The election of Morocco, on <strong>November 20, 2025<\/strong> in Accra, to the presidency of the <strong>Executive Bureau of UN-GGIM: Africa<\/strong> marks a landmark event. For the first time, the Kingdom will lead continental work on the harmonization and governance of geospatial information. This new responsibility requires exemplary national coordination. It is no longer conceivable that Morocco speaks internationally through a single voice (that of the ANCFCC) without prior consultation with the ONIGT, private-sector professionals, academia, and the entire ecosystem.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>The November 29, 2025 Elections: A Unique Opportunity<\/strong><\/h3>\n\n\n\n<p>The upcoming renewal of the ONIGT National Council introduces a mixed governance model:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>7 seats reserved for private-sector surveying engineers<\/li>\n\n\n\n<li>5 seats for public-sector engineers and ANCFCC representatives<\/li>\n\n\n\n<li>1 seat for staff representatives<\/li>\n<\/ul>\n\n\n\n<p>This new architecture offers a historic chance to rebalance and revitalize cooperation. The future Council will be able to:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Re-launch joint technical commissions that have been dormant for too long<\/li>\n\n\n\n<li>Conduct a joint evaluation of existing agreements<\/li>\n\n\n\n<li>Institutionalize structured consultation mechanisms ahead of continental and international meetings<\/li>\n\n\n\n<li>Transform the partnership into a genuine driver of innovation and shared governance<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Toward a Renewed Ambition for the Continent<\/strong><\/h3>\n\n\n\n<p>Morocco now hosts the sub-regional office of the United Nations Economic Commission for Africa (UNECA) for North Africa and will chair the 58th Conference of African Ministers of Economy and Finance in 2026. These successive responsibilities reinforce its role as a hub for sharing expertise \u2013 particularly in statistical and geospatial modernization \u2013 with sister nations.<\/p>\n\n\n\n<p>For this African ambition to fully succeed, the ONIGT\u2013ANCFCC duo must set an example of maturity: concertation and cooperation are imperative, involving public institutions, the professional order, private operators, and academia, well before each major international meeting.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Conclusion<\/strong><\/h3>\n\n\n\n<p>The future of the Moroccan geospatial ecosystem depends on our collective ability to transform institutional assets into levers of innovation and shared governance in the service of citizens.<\/p>\n\n\n\n<p>The elections of November 29, followed by the effective assumption of the UN-GGIM: Africa presidency, offer a unique window to achieve this.
