sujets relatifs \u00e0 la transformation des \u00e9cosyst\u00e8mes g\u00e9ospatiaux, aussi bien au niveau national qu&rsquo;\u00e0 l&rsquo;\u00e9chelle continentale, avec un accent particulier sur la gouvernance et administration du foncier.<\/p>\n\n\n\n<p>Ceci co\u00efncide avec la tenue de la sixi\u00e8me conf\u00e9rence africaine sur les politiques fonci\u00e8res (CLPA 2025) les 10-13 novembre 2025 \u00e0 Addis Abeba, avec la participation d&rsquo;une d\u00e9l\u00e9gation marocaine pr\u00e9sid\u00e9e par le directeur de l&rsquo;IAVH II, n\u0153ud r\u00e9gional du r\u00e9seau NELGA  pour l&rsquo;Afrique du Sud pr\u00e9side le comit\u00e9 UN-GGIM: Africa, je cite le discours du ministre de la R\u00e9forme agraire et du D\u00e9veloppement rural de la R\u00e9publique d&rsquo;Afrique du Sud \u00e0 CLPA 2025\u00e0 Addis-Abeba, \u00c9thiopie 11 novembre 2025:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>The United Nations Committee of Experts on Global Geospatial Information Management (UN-GGIM) has, for more than a decade, led the development of a co-ordinated global system for governing geospatial data. South Africa currently serves as co-chair of this Committee, representing the African continent, with the other co-chairs being Saudi Arabia and the United States of America. Through this position, Africa contributes directly to shaping the global policies and standards that ensure that spatial information supports sustainable development.<br \/>During the Ninth Session of UN-GGIM: Africa, held in Cape Town in 2023, member states recommended that South Africa should spearhead the continental process of integrating geospatial governance into the core work of the African Union. That recommendation was endorsed at the Tenth Session, convened here in Addis Ababa in 2024, thus confirming a united continental mandate for South Africa to lead this effort. We reaffirm our country\u2019s readiness to fulfil this responsibility, which we view as both a privilege and a Pan African duty. Our goal in this area is to translate that mandate into action, working with the African Union Commission, AUDA-NEPAD, and the Regional Economic Communities, to ensure that geospatial  governance becomes a formal and enduring component of the AU\u2019s and the continent\u2019s institutional architecture for evidence-based planning, data governance, and service delivery. <\/p>\n<\/blockquote>\n\n\n\n<p><a class=\"wp-block-heading\"><strong>R\u00e9sum\u00e9<\/strong><\/h3>\n\n\n\n<p>Cette pr\u00e9sentation s\u2019appuie sur une s\u00e9rie d\u2019analyses \u00e9ditoriales de GTOPIC pour explorer le leadership croissant de l\u2019Afrique dans la gouvernance g\u00e9ospatiale mondiale.<\/p>\n\n\n\n<p> Elle met en lumi\u00e8re l\u2019engagement strat\u00e9gique du Maroc \u00e0 travers les initiatives de l\u2019ONIGT et le projet de strat\u00e9gie ANCFCC 2030, les contributions de l\u2019Afrique au sein de l\u2019UN-GGIM, et les d\u00e9fis op\u00e9rationnels pos\u00e9s par les contraintes budg\u00e9taires et la fragmentation de la gouvernance.<\/p>\n\n\n\n<p>\u00c0 partir des enseignements tir\u00e9s des projets SEED4NA, MLUMSE et NELGA, des ateliers de la CEA \u00e0 Dar es Salam, Bujumbura et Nairobi et des d\u00e9bats de la 15e session de l\u2019UN-GGIM, la pr\u00e9sentation examine comment les acteurs africains repensent leurs priorit\u00e9s, modernisent la formation en administration fonci\u00e8re et alignent leurs strat\u00e9gies nationales sur les cadres de l\u2019IGIF et FELA.<\/p>\n\n\n\n<p>La pr\u00e9sentation propose un mod\u00e8le hybride de gouvernance Sud-Nord pour l\u2019administration fonci\u00e8re qui int\u00e8gre les r\u00e9alit\u00e9s africaines aux architectures mondiales \u00e9mergentes, notamment les hubs virtuels et les pactes num\u00e9riques. <\/p>\n\n\n\n<p>Ce document aborde \u00e9galement la gouvernance \u00e9thique des donn\u00e9es, en mettant l&rsquo;accent sur la souverainet\u00e9, l&rsquo;interop\u00e9rabilit\u00e9 et l&rsquo;implication inclusive des parties prenantes. <\/p>\n\n\n\n<p>L&rsquo;exp\u00e9rience du Maroc sert d&rsquo;\u00e9tude de cas pour illustrer comment l&rsquo;ing\u00e9nierie strat\u00e9gique, Ecosystems<\/strong><\/h2>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Abstract<\/strong><\/h3>\n\n\n\n<p>This presentation draws on a series of GTOPIC editorial analyses to explore Africa\u2019s growing leadership in global geospatial governance. <\/p>\n\n\n\n<p>It highlights Morocco\u2019s strategic engagement through the ONIGT initiatives and the ANCFCC 2030 Strategy Project, Africa\u2019s contributions within UN-GGIM, and the operational challenges posed by budget constraints and fragmented governance. <\/p>\n\n\n\n<p>Based on insights from SEED4NA, MLUMSE, NELGA projects, UNECA workshops in Dar es Salam and Nairobi, and debates from the 15th UN-GGIM session, the presentation examines how African actors are rethinking priorities, modernizing land administration education, and aligning national strategies with IGIF and FELA frameworks.<\/p>\n\n\n\n<p>The presentation proposes a hybrid South\u2013North Governance model for land administration that integrates African realities into emerging global architectures, including virtual hubs and digital compacts. It also addresses ethical data governance, emphasizing sovereignty, interoperability, and inclusive stakeholder engagement. <\/p>\n\n\n\n<p>Morocco\u2019s experience serves as a case study to illustrate how strategic engineering, participatory governance, and technical recognition can converge to build resilient geospatial ecosystems, engaging the public and private sectors, the academia and the civil society.<\/p>\n\n\n\n<p>By bridging strategic planning, institutional reform, and educational modernization, this presentation advocates for a coherent, inclusive, and technically grounded African voice in international forums.
